Requires the Michigan Public Service Commission to promulgate rules within 1 year allowing creation and financing of community solar facilities where subscribers receive bill credits

Mandates that at least 30% of electricity produced by each community solar facility be reserved for low-income households and low-income service organizations

Ensures subscription transferability and portability, including allowing subscribers to retain their subscription when moving within the same electric provider's service territory

Prohibits electric providers from removing customers from their applicable customer class for subscribing to community solar and bars discrimination against community solar facilities in grid connections

Establishes bill credit rates based on the electric provider's total aggregate retail rate per customer class, excluding distribution cost components

This bill is contingent on Senate Bill No. 518 of the 103rd Legislature being enacted into law
