Increases the base penalty for human trafficking violations (sections 462b, 462c, 462d) from up to 10 years imprisonment and/or $10,000 fine to up to 20 years imprisonment and a mandatory $20,000 fine

Eliminates the intermediate penalty tiers for violations resulting in bodily injury (previously 15 years) or serious bodily injury (previously 20 years), consolidating them into the higher base penalty

Increases penalties for violations involving minors under 18 in prostitution (section 462e) from up to 20 years and/or $20,000 fine to life or any term of years with a mandatory $50,000 fine

Changes fines from discretionary ("or") to mandatory ("and") for all penalty levels, requiring both imprisonment and fines upon conviction

Takes effect 90 days after enactment into law
