Raises the minimum age for prosecution under prostitution-related offenses from 16 to 18 years old, including solicitation, receiving persons for prostitution, and aiding such acts

Increases fines across all offense levels: first offense from $500 to $1,000, second offense from $1,000 to $2,000, and third or subsequent offenses from $2,000 to $4,000

Extends maximum prison sentence for repeat offenders with 2 or more prior convictions from 2 years to 5 years, and increases penalties for certain violations involving minors from 5 years/$10,000 to 20 years/$100,000

Creates a deferred adjudication option for first-time offenders requiring participation in a mandatory human trafficking awareness program, with charges dismissed upon successful completion of probation

Adds section 454 (renting property for prostitution purposes) to the list of offenses punishable under section 451, and expands the definition of "prior conviction" to include human trafficking violations under sections 462b, 462c, 462d, and 462e
