Lakes without public access that meet the 75% riparian owner threshold bypass the standard investigation process, public hearings, and review requirements under subsections (2) to (6) and section 80111

Maintains existing investigation and inquiry procedures for lakes with public access or those not meeting the 75% threshold, including evaluation of safety issues, water body characteristics, user conflicts, and accident history

Requires political subdivisions to hold a public hearing before adopting a resolution requesting a special local watercraft ordinance from the department

Amends the Natural Resources and Environmental Protection Act sections 80110 and 80112 governing vessel use regulations on state waters
