Active duty members can apply for special plates beginning 180 days after the act's effective date

Maintains existing eligibility for National Guard members, Armed Forces Reserve members, and former military personnel with honorable discharges or retirement status

Special registration plates display a military vignette and are exempt from service fees under section 804
