Requires the Michigan Department of State Police to establish voluntary "do-not-sell" lists for firearms within one year, allowing individuals to add their own names to prevent themselves from purchasing firearms

Creates two list options: a temporary do-not-sell list (automatic removal after 180 days, with early removal available after 30 days) and an indefinite do-not-sell list (remains until individual requests removal)

Individuals can add themselves to the lists by submitting an application to either the county clerk or local law enforcement and presenting identification

Removal from the indefinite list requires either a court petition within 90 days (with hearing to verify voluntary, knowing, and intelligent request) or standard application after 90 days

Department must enter list information into the National Instant Criminal Background Check System within 24 hours of additions or removals, and must provide applications free to health professionals who are encouraged to discuss the lists with at-risk patients

Fraudulently adding another person's name to either do-not-sell list is a felony punishable by up to 5 years imprisonment, a fine up to $1,000, or both
