Allows Michigan National Guard members to transfer their tuition assistance benefits to family members, including lawfully married spouses and dependent children (stepchildren or legally adopted children) who have graduated high school or turned 18, with benefits usable until the child turns 26

Expands the tuition assistance program to cover courses leading to vocational/technical training, certificates, or the recipient's first associate, bachelor's, or master's degree

Caps the Michigan National Guard tuition assistance fund balance at $15,000,000, with any excess lapsing to the general fund

Requires transfer of the fund's unencumbered balance at the end of fiscal year 2025 to the newly created Michigan National Guard member benefits fund

Takes immediate effect upon enactment (December 9, 2025), contingent on passage of Senate Bill 540 and House Bill 4962
