Requires Michigan's Medicaid program to cover non-opioid prescription drugs prescribed for pain treatment or management without prior authorization

Mandates the Department of Health and Human Services add non-opioid pain medications to the preferred drug list within 90 days of the bill's effective date

Prohibits the department from placing more restrictive utilization controls (such as prior authorization or step therapy) on non-opioid pain medications than those applied to opioid analgesics or narcotic drugs

Prevents non-opioid pain drugs from being designated as "nonpreferred" if opioid alternatives are designated as "preferred" on the drug list

Allows the department to maintain preferences among different opioids or among different non-opioid pain medications, but reviews cannot delay or block coverage of qualifying non-opioid drugs
