Expands the definition of "public facility" under the Recodified Tax Increment Financing Act to include access routes dedicated to inland river systems, in addition to existing provisions for inland lakes

Broadens "water resource improvement" to include additional activities such as green stormwater infrastructure, natural shoreline protection, ecological assessments, seawall replacement, lake management planning, native plant inventory, riparian assessments, water quality monitoring, boat wash stations at public launches, and community events

Expands "water resource improvement district" to include inland river systems and land up to 1 mile from the shoreline of an inland river system

Authorizes Water Resource Improvement Authorities to promote access to inland river systems alongside their existing authority over inland lakes and water resource improvements

Requires water resource management plan consultation with the renamed Department of Environment, Great Lakes, and Energy (updated from Department of Environmental Quality)
