Raises the water quality protection fee for specialty fertilizer and soil conditioner registrations from $100 to $120 in 2026, increasing to $136 by 2030 and thereafter

Increases the per-pound fertilizer fee for manufacturers and distributors from $0.0005 to $0.0006 in 2026, rising to $0.00068 by 2030 and thereafter

Removes the December 31, 2025 repeal date for the fee collection program, making it permanent

Beginning January 1, 2031, authorizes the Department to adjust all fees annually based on the 3-year average Detroit Consumer Price Index inflation factor
