Establishes the adult foster care facilities licenses fund in the state treasury, where all licensing fees collected under the act must be deposited rather than credited to the general fund

Sets application fees for temporary or renewal licenses effective January 1, 2022: family home ($100), small group home 3-6 residents ($150), small group home 7-12 residents ($200), large group home ($500), congregate facility renewal ($500), and camp ($200)

Authorizes the department to increase fees annually by up to the average percentage wage and salary increase granted to classified civil service employees

Requires money in the fund to remain in the fund at fiscal year close without lapsing to the general fund, with expenditures limited to implementing programs under the act

Mandates the department report a complete fee schedule to the department of technology, management, and budget and legislative appropriations committee chairs by August 1 of each year
