Expands authority for the state fire bureau to charge operation and maintenance inspection fees to nursing homes, homes for the aged, and adult foster care facilities with capacity for more than 6 adults (previously only hospitals were subject to these fees)

Allows the department to increase fees annually by a percentage equal to or less than the average wage and salary increase granted to classified civil service employees in the department

Requires the department to provide a complete schedule of fees to the director of the department of technology, management, and budget and the chairs of the house and senate appropriations committees by August 1 each year

Maintains requirement that all collected fees be deposited in a restricted general fund account and used only for the services for which fees were collected
