Expands eligibility for downtown development authorities to include municipalities located on both the mainland and one or more islands, allowing separate geographic areas divided by a body of water to constitute a single downtown district.

Adds a third qualifying condition for downtown districts with multiple separate geographic areas, alongside the existing provisions for inter-municipal agreements with qualified townships and cities that surround another city.

Amends section 201 of the Recodified Tax Increment Financing Act (2018 PA 57, MCL 125.4201) governing downtown development authority definitions.

Makes technical language updates throughout the section, replacing phrases like "shall be" with "must be" and "prior to" with "before" for consistency.
