Removes all references to "industrial hemp" and the Industrial Hemp Research and Development Act from the Medical Marihuana Facilities Licensing Act, eliminating provisions that allowed licensees to process, test, or sell industrial hemp

Renames the "marijuana regulatory agency" to "cannabis regulatory agency" throughout the act and updates related terminology

Eliminates the provision allowing safety compliance facilities to take or receive industrial hemp for testing purposes under the Industrial Hemp Research and Development Act

Removes expired provisions, including the December 31, 2018 deadline for processors to transfer certain items and the December 31, 2021 requirement for processors to have 2 years' experience as registered primary caregivers

Contingent upon enactment of Senate Bill No. 599 of the 103rd Legislature (tie bar provision)
