Mandates the written document include specific information on voter registration, how to vote in person on election day, during early voting, or by absentee ballot, and regular election dates

Requires the Secretary of State to create the written voter information document to be distributed to prisoners

Removes the provision that allowed a prisoner's refusal to obtain identification documents to be included in their parole eligibility report

Makes technical amendments including standardizing references to "Social Security" capitalization and "official state personal identification card" terminology
