Increases the per-case payment to authorized distribution agents for warehousing and delivering spirits to retailers from a range of $8.25-$12.50 to a fixed $12.50, effective March 1, 2025

Establishes annual inflation adjustments beginning October 1, 2025, tied to the Consumer Price Index or 5%, whichever is less

Requires vendors of spirits to pay an additional $1.75 per case directly to authorized distribution agents, which cannot be adjusted by the commission but may be increased by mutual agreement

Authorizes the Liquor Control Commission to make additional payments to authorized distribution agents based on a methodology the commission establishes

Removes the previous authority of the state administrative board to increase per-case offsets each January to reflect cost increases
