Eliminates fees for serving court documents in personal protection order (PPO) proceedings, with law enforcement agencies able to collect up to $50 or $26 plus mileage from a newly created personal protection order service fund rather than from petitioners

Requires courts to designate a law enforcement agency responsible for serving PPOs on respondents within 72 hours of issuance, with the agency being in the jurisdiction where the respondent resides

Mandates court clerks to provide petitioners with at least 2 free copies of the PPO and inform them that service will be completed at no cost if fund money is available

Updates service requirements to reference a new section (2950d) for PPO service methods, replacing previous provisions for personal service or certified mail

Includes intent language to comply with the federal Violence Against Women Act's prohibition on charging fees for PPO service, contingent on passage of companion legislation (SB 612 or HB 5121)
