Creates the Violent Crime Clearance Grant Program within the Department of State Police to help law enforcement agencies improve their rates of solving violent crimes through arrests or exceptions

Allows municipal police departments and county sheriff's offices to apply individually or jointly for grants to fund investigator hiring and training, evidence collection and forensic testing, technology upgrades, and witness support programs

Limits individual law enforcement agencies to receiving no more than 20% of available grant funds in a single year and requires geographic distribution of awards across the state

Requires grant recipients to submit annual reports detailing clearance rates by offense category, personnel assignments, training implemented, technology purchased, and how grant funds were spent

Establishes the Violent Crime Clearance Rate Grant Fund in the state treasury, with up to 15% of annual appropriations available for administrative costs and the remainder for grants
