Replaces the current requirement of 2 credits in a language other than English with a new requirement of 3 credits in "life skills" for high school graduation under the Michigan Merit Standard

Life skills credits may be fulfilled through department-approved career and technical education programs, courses in a language other than English, or fine arts courses

Removes the option to use the 1/2 credit personal finance course to satisfy the foreign language requirement; personal finance can now only fulfill mathematics or arts credit requirements

Eliminates references throughout the school code to the "language other than English" graduation requirement when describing personal curriculum modifications and credit substitutions

Updates provisions for Native American tribal language courses taught by noncertificated teachers, removing the specific reference to applying credits toward foreign language requirements
