Amends the Public Health Code to allow individuals to reside at campgrounds on a temporary basis for any duration under specific circumstances related to housing or workforce shortages

Campground residency is permitted if the campground is within 50 miles of a local government where the governor declared a state of emergency within the previous year

Temporary residency is also allowed if the local unit's master plan identifies a housing shortage or if an ordinance declares a worker shortage in industries including health care, agriculture, construction, utilities, hospitality, or manufacturing

Housing affordability triggers apply when government agencies identify insufficient affordable housing supply or when federal/state data shows the county's rental vacancy rate is below 5% or median rent exceeds 30% of median household income

Updates department references from "environmental quality" to "environment, Great Lakes, and energy" and adds definitions for "local unit of government" and "master plan"
