Establishes the "Relying Parties on Mobile Licenses Act" to regulate businesses and entities that accept mobile driver's licenses, state ID cards, and enhanced versions of these documents

Requires relying parties to request only data elements necessary to complete a transaction, inform holders about data retention practices, and obtain consent before collecting or retaining personal information

Mandates cryptographic authentication of mobile credentials before acceptance and compliance with all applicable privacy laws

Prohibits relying parties from requiring holders to hand over their mobile device, asking consent to search the device, or mandating use of a mobile license/ID to complete transactions

Clarifies that presenting a mobile credential does not authorize access to any other data or applications on the holder's device

Takes effect only if companion bills (S04150'25, S04151'25, S04152'25 or their House equivalents) are also enacted into law
