Modifies the standard for Michigan to adopt workplace safety rules not addressed by federal standards, removing the "clear and convincing" threshold and requiring only a demonstrated "need" for the standard

Eliminates the requirement that new state-specific safety standards be requested by a "broad consensus of union and nonunion employers and employees" in the affected industry

Retains the requirement that the state explain unique characteristics of Michigan industry that necessitate standards beyond federal OSHA requirements

Makes technical language updates throughout the section, replacing "pursuant to" with "under" and "shall" with "must"

Clarifies that the administrative rule processing requirements in subsections (5) and (6) do not apply to section 14r (infectious disease standards)
