Authorizes the Michigan Department of Health or local government agencies to approve needle and hypodermic syringe access programs for distributing sterile needles, syringes, and other harm reduction supplies to reduce the spread of communicable diseases

Provides legal immunity for program participants (both those served and employees/volunteers) from drug paraphernalia possession charges and possession of trace/residual amounts of controlled substances in used needles or syringes

Exempts health professionals licensed under article 15 from criminal liability when selling drug paraphernalia in their professional capacity

Allows program participation to be proven through testimony, program cards, or sign-in sheets as evidence for claiming the legal exemption

Updates existing drug paraphernalia law exemptions to specifically include objects provided through authorized needle and syringe access programs rather than general governmental agency distribution
