Amends the Michigan Infrastructure Council Act to replace references to the "Michigan Economic Development Corporation" with the "Bureau of Fair Competition and Free Enterprise" in provisions requiring coordination of infrastructure planning efforts

Makes technical language updates throughout Section 4, changing phrases like "Within" to "Not later than," "shall be" to "are," and "should" to "must"

Updates the start date for the second phase of the statewide asset management implementation system from "3 years after the effective date of this act" to the specific date of July 2, 2021

Maintains all existing requirements for the Michigan Infrastructure Council, including developing multiyear programs, work plans, budgets, and funding recommendations for asset management due to the governor and legislature by September 30 annually

Contains a tie bar provision requiring Senate Bill No. 631 of the 103rd Legislature to be enacted into law before this amendatory act takes effect
