Amends the State Convention Facility Development Act to update references from the Michigan Strategic Fund Act to "former 1984 PA 270," reflecting the elimination of the Michigan Strategic Fund

Makes technical language changes throughout, replacing "shall" with "must," "up to" with "not more than," "at least" with "not less than," and "pursuant to" with "under"

Maintains existing distribution structure for convention facility development fund money, including allocations to metropolitan authorities for operational deficits, county distributions based on liquor tax collections, and street railway system operations

Preserves COVID-19 related provisions for convention center grants (up to $4,000,000 for fiscal year ending September 30, 2021) and additional operational support ($7,000,000 for fiscal year 2020 COVID impacts)

Takes effect only if Senate Bill No. 631 of the 103rd Legislature is enacted into law (tie bar provision)
