Amends the Michigan Next Energy Authority Act to transfer authority functions from the Michigan Strategic Fund board to the new Bureau of Fair Competition and Free Enterprise created under the Economic Development Fair Competition and Free Enterprise Act

Establishes a three-phase transition for the governing "authority" and "board": the original Michigan Next Energy Authority (before August 26, 2012), the Michigan Strategic Fund board (from August 26, 2012 until the new act's effective date), and the Bureau of Fair Competition and Free Enterprise (after the new act takes effect)

Changes the definition of "department" from the Department of Management and Budget to the Department of Labor and Economic Opportunity

Removes reference to the Michigan Strategic Fund board's role in designating alternative energy zones under the Michigan Renaissance Zone Act

Contains a tie-bar provision requiring Senate Bill No. 631 of the 103rd Legislature to be enacted before this amendatory act takes effect
