Allows agricultural conservation easements to be held solely by local units of government (rather than jointly with the state) upon request and board approval, provided the easement includes specific language granting Michigan third-party enforcement rights

Grants the state authority to enter protected property with reasonable notice for inspection and enforcement if the local government fails to enforce easement terms

Permits the department to accept contributions of development rights, conservation easements, or historic preservation easements for parcels of land

Allows local governments to purchase agricultural conservation easements through installment purchase agreements with negotiated terms

Takes effect only if Senate Bills 685, 686, 688, 689, and 690 of the 103rd Legislature are also enacted into law
