Amends Michigan's Natural Resources and Environmental Protection Act regarding farmland and open space development rights agreements and easements

Requires the state to subordinate its interest in recorded farmland preservation agreements to subsequently recorded mortgage liens, leases, or interests when specific conditions are met

Subordination conditions require that the parcel meets requirements for parcels containing existing structures and that the requesting landowner is an "individual essential to the operation of the farm"

Development rights agreements must be for an initial term of at least 10 years and no more than 90 years for agreements entered after June 5, 1996

Takes effect only if Senate Bills 685, 686, 687, 689, and 690 of the 103rd Legislature are also enacted into law
