Modifies the Michigan Vehicle Code's reference to the Michigan Election Law by changing the citation from section "641(1)(d)" to simply section "641" for ballot timing requirements related to regional transit authority vehicle registration taxes.

Updates statutory language throughout section 801j by replacing "shall" with "must" and "upon" with "on" to modernize terminology without changing legal effect.

Maintains the existing regional transit authority tax structure allowing up to $1.20 per $1,000 of vehicle list price on registrations for public transit region residents, contingent on voter approval at November elections.

Takes effect January 1, 2028, but only if Senate Bill No. 691 of the 103rd Legislature is also enacted into law (tie-bar provision).
