Removes the prohibition on the Department of Environment, Great Lakes, and Energy promulgating new rules under the water resources protection part after December 31, 2006, restoring the department's ongoing rulemaking authority

Eliminates the provision that rules promulgated before January 1, 2007 remain in effect unless rescinded, as this becomes unnecessary with restored rulemaking authority

Updates the statutory reference to the federal Clean Water Act from "33 USC 1251 to 1387" to "33 USC 1251 to 1389" to reflect current federal law

Makes technical language updates throughout the section, including changing "the state" to "this state" and "shall not be construed" to "is not construed"
