Changes the deadline for the commission's annual report on video services competition from February 1 to April 1 each year

Requires video service providers to submit registration information to the commission within 60 days of the amendatory act's effective date, or within 30 days of offering service in Michigan, whichever is later

Registration must include provider name, description of services, principal office address and phone number, and registered agent contact information for service of process

Video service providers must notify the commission at least 30 days before any name change, business closure, or merger

Clarifies that the commission does not have authority to regulate video service providers as public utilities
