Requires the Michigan Public Service Commission to initiate a proceeding within 30 days and adopt requirements within 1 year for programs allowing owners and aggregators of behind-the-meter generators and demand response resources to provide grid services to distribution and transmission systems

Mandates compensation based on publicly available utility marginal hourly costs for grid services including demand response, load shifting, voltage support, reduced peak demand, and improved system efficiency

Allows greater compensation for low-to-moderate income customers, environmental justice communities, and areas with higher than average electric outages

Prohibits utility ownership of behind-the-meter generators and bars special charges, fees, or insurance requirements on owners/aggregators not imposed on other customers

Requires aggregators to register with the commission and demonstrate financial, managerial, and technical capabilities, with biennial reporting to the legislature on program findings and recommendations

Electric providers must file proposed programs within 90 days of commission adoption of requirements; tied to passage of Senate Bill 731
