Expands the definition of "family child care home" to include facilities permitted by local units of government or nonprofit organizations, not limited to private residences

Creates a new category called "child care microcenter," defined as a permitted local facility (not a private residence) that can provide care for more than 7 but not more than 12 minor children for periods of less than 24 hours a day

Transfers child care licensing responsibility from the Department of Licensing and Regulatory Affairs to the Department of Lifelong Education, Advancement, and Potential for child care centers, group child care homes, family child care homes, children's camps, and children's campsites

Reorganizes and alphabetizes definitions within the Child Care Organizations Act, including relocating existing definitions for "child care center," "child care staff member," and other terms without substantive changes to most

Expands the definition of "minor child" to include homeless youth aged 18-21 who reside in child caring institutions, foster family homes, or foster family group homes
