Modifies the definition of "child neglect" to require "unreasonable likelihood of serious risk" and "grossly negligent failure" to intervene, raising the threshold for what constitutes neglect

Explicitly excludes from child neglect cases where a child is left unsupervised if there is no person available to supervise, unless the lack of supervision caused reasonably foreseeable or likely harm

Creates an exemption for "independent activities" by children outside parental supervision, including walking or biking to school, playing outdoors, or staying home alone for reasonable periods, unless the parent disregarded obvious and likely risks of harm

Adds the Department of Lifelong Education, Advancement, and Potential to the list of agencies included in the definition of "child care regulatory agency"

Makes technical clarifying changes to terminology and formatting throughout the Child Protection Law definitions section
