Prohibits operators of addictive internet-based services from providing algorithmically personalized feeds to users unless the operator has actual knowledge the user is not a minor or has obtained verifiable parental consent

Defines "addictive feed" as content recommended, prioritized, or selected based on user or device information, with exceptions for user-requested subscriptions, direct messages, search results, and accessibility settings

Bans notifications about addictive feeds to minors between 10 p.m. and 6 a.m., and on school-day weekdays between 8 a.m. and 4 p.m.

Requires operators to delete any information collected for age verification or parental consent immediately after use and prohibits using that data for other purposes

Authorizes the Attorney General to bring civil actions with fines up to $5,000 per violation, actual damages, injunctive relief, and data destruction, and requires a public complaint website
