Prohibits gas, electric, and steam utilities from filing a general rate case application for a rate increase earlier than 3 years after filing their prior general rate case application, changing the current 12-month minimum waiting period.

Requires utilities to coordinate with the Michigan Public Service Commission staff before filing rate case applications to avoid resource challenges from multiple utilities filing simultaneously.

Authorizes the commission to order a delay in filing applications to establish 21-day spacing between filings for electric utilities serving more than 1,000,000 customers.

Maintains existing requirements that utilities must receive commission approval before increasing rates and must provide notice to all interested parties in the affected service area with opportunity for a full hearing.

Amends Section 6a of Michigan's 1939 Public Utilities Act (MCL 460.6a) as previously amended by 2023 PA 231.
