Establishes a free school lunch and breakfast program for all public school students in grades pre-K through 12, and for special education students up to age 26, including those at the Michigan School for the Deaf.

Requires participating schools to join the National School Lunch Program and School Breakfast Program, provide meals at no cost to students, and maximize federal reimbursement by operating under the Community Eligibility Provision (CEP) when eligible.

Mandates that participating schools forgive all existing school meal debt and encourage parents to submit family income information to determine eligibility for federal reimbursement rates and other educational benefits.

Requires schools to accommodate students with documented medical or disability-related dietary restrictions and encourages offering meals meeting religious or dietary preferences such as vegetarian, kosher, and halal options.

Takes effect only if Senate Bill No. 785 of the 103rd Legislature is also enacted into law.
