Prohibits marijuana establishments from selling or transferring marijuana accessories with heating elements (such as vaporizers) unless the heating element is made of or encased in glass, ceramic, or both materials.

Reorganizes existing restrictions on marijuana establishments, including prohibitions on selling marijuana visible from public places, allowing workers under 21, and selling untaxed marijuana products.

Requires marijuana establishments to secure premises so that only employees, authorized persons, cannabis regulatory agency agents, and law enforcement/emergency personnel can access areas containing marijuana.

Limits transportation of marijuana by growers, retailers, processors, microbusinesses, and safety compliance facilities to no more than 15 ounces of marijuana or 60 grams of concentrate at one time.

Amends the Michigan Regulation and Taxation of Marihuana Act (2018 IL 1, MCL 333.27961) with updated terminology, including changing "department" to "cannabis regulatory agency" and "marihuana testing facility" to "marihuana safety compliance facility."
