Creates a new licensing framework for Adult Psychiatric Residential Treatment Facilities (APRTFs) in Michigan, which provide 24-hour supervised residential psychiatric services to adults under physician direction

Establishes licensing fees including $2,000 for initial applications, $1,000 for temporary/renewal/regular licenses, and $500 for provisional licenses, with regular licenses valid for 2 years

Requires facilities to achieve accreditation from the Joint Commission, Commission on Accreditation of Rehabilitation Facilities, or similar organization within 1 year of initial licensing

Limits individual residential buildings to housing no more than 20 individuals and prohibits former licensees whose licenses were revoked from operating facilities for 5 years

Authorizes the Department of Licensing and Regulatory Affairs to conduct unannounced inspections, appoint receivers for facilities posing substantial risk to residents, and impose administrative fines of $500 for first offenses and $1,000 for subsequent violations
