Prohibits law enforcement officers from stopping, detaining, or arresting individuals based solely on personal characteristics including apparent race/ethnicity, language or accent, presence at immigrant gathering locations, employment in industries known to hire immigrants, religious affiliation, perceived sexual orientation/gender identity, or perceived political views.

Bars law enforcement officers from entering a dwelling based on a federal agency administrative warrant, requiring instead a judicial warrant.

Conditions federal law enforcement officers' authority to enforce Michigan state law on compliance with these new anti-profiling provisions.

Defines "law enforcement officer" broadly to include both Michigan officers and federal agents whose primary responsibility is enforcing U.S. laws.

Amends the Code of Criminal Procedure (1927 PA 175) by adding Section 1h to Chapter IV and modifying Section 15d regarding federal officer authority in the state.
