Exempts "qualified psychoactive substances" from criminal penalties for possession, use, and non-commercial manufacturing/delivery under Michigan's Public Health Code (MCL 333.7401, 333.7403, 333.7404).

Qualified psychoactive substances include entheogenic plants and fungi containing psilocybin, psilocyn, dimethyltryptamine, mescaline, or ibogaine, as well as MDMA (3,4-methylenedioxymethamphetamine) and LSD (lysergic acid diethylamide).

Non-commercial sharing is protected, but selling these substances for money or valuable consideration remains prohibited; however, reasonable fees for counseling or spiritual guidance services provided alongside supervised use are permitted.

Removes lysergic acid diethylamide from the list of substances subject to misdemeanor penalties for possession and use under sections 7403 and 7404.
