Amends section 11509 of Michigan's Natural Resources and Environmental Protection Act (1994 PA 451)

Maintains existing construction permit requirements for disposal areas, including submission through local health officers and payment of application fees ranging from $500 to $3,000 depending on landfill type and expansion category

Preserves requirement that new type II landfills not contiguous to existing permitted landfills must be requested by the county board of commissioners and demonstrate that materials utilization options have been exhausted

Updates language throughout the section to replace "shall" with "must" and "within" with "not later than" for clarity
