Allows county, city, ward, township, or village election commissioners to consolidate precincts for local elections that are not general November elections, primary elections before general November elections, or statewide/federal elections

Increases the maximum number of active registered electors in a consolidated precinct from 5,000 to 15,000

Requires consolidation decisions to be made at least 60 days before an election

Mandates that election officials notify affected registered electors of precinct consolidation and polling place locations, and post written notices at original polling places

Requires each affected election precinct to be treated as a whole unit and not divided during consolidation
