Amends Michigan's Natural Resources and Environmental Protection Act to establish permitting requirements for carbon dioxide capture projects, requiring permits from the Department of Environment, Great Lakes, and Energy with public notice and comment periods

Prohibits permit approval unless applicants demonstrate no net increase in criteria pollutant emissions, prove total greenhouse gas emissions from capture do not exceed the amount captured, and identify end uses for all carbon dioxide streams

Requires electric providers to achieve at least 90% carbon dioxide capture effectiveness, while other industries must meet minimum capture rates (80-90%) established by department rules based on technical feasibility assessments

Prohibits using captured carbon dioxide for enhanced oil or gas recovery and mandates that any in-state sequestration be permitted under Part 651 (geologic storage regulations)

Increases civil fines for violations of carbon capture provisions to up to $50,000 per day (compared to $10,000 for other air quality violations) and requires the department to submit triennial progress reports to the governor and legislature
