Department of Health and Human Services must develop a free training course on carbon dioxide releases from capture projects, pipelines, and sequestration projects, covering identification, communication procedures, evacuation, and exposure treatment.

Training must be provided to disaster relief forces, project operators, health care facilities, and emergency first responders, developed in consultation with local health departments, local governments, and the Department of State Police.

Creates the Carbon Dioxide Emergency Planning and Training Fund in the state treasury to fund training development, grants for emergency preparedness, and equipment purchases.

Grants may cover training attendance costs, emergency response plan preparation, electric vehicle purchases for CO2 response, detection devices, and protective equipment for first responders and medical facilities.

Bill only takes effect if Senate Bills 822, 823, 824, 825, and 826 of the 103rd Legislature are also enacted into law.
