Modifies school disciplinary proceedings for pupils in grade 6 and above who commit physical assault, allowing suspension or expulsion for up to 180 school days with decisions made by school boards or their designees.

Establishes a formal appeal process for expelled students, allowing appeals to intermediate school district boards or appeal panels within 30 days of receiving an expulsion decision, with written decisions required within 14 days.

Requires annual reporting to include expanded demographic data on expelled students, including race, ethnicity, gender, disability status, economic disadvantage, foster care exposure, English language learner status, and homelessness.

Mandates that school districts provide continuing educational services to students during appeal proceedings, including access to assignments, tutoring, alternative instruction, and support services.

Creates requirements for appeal panel composition of at least 3 individuals who must not have been previously involved in the disciplinary decision or have a personal interest in the outcome.
