Creates 17 standing committees (with adjusted membership sizes including Appropriations at 18 members) plus statutory committees, and establishes procedures for committee meetings, quorum requirements, record-keeping, and reporting deadlines

Prescribes detailed floor procedures including order of business, voting requirements (including two-thirds vote for immediate effect, constitutional amendments, and veto overrides), amendment processes, and rules governing floor access for staff, media, and the public
