Commemorates the 75th anniversary of the Sport Fish Restoration Program, established by the Federal Aid in Sport Fish Restoration Act of 1950 and expanded by the Wallop-Breaux amendment in 1984

Recognizes that the Sport Fish Restoration Program and license fees have contributed over $78 billion to state fish and wildlife agencies since 1939, constituting the largest single conservation effort in American history

Acknowledges the funding model where manufacturers' excise taxes on fishing equipment, motorboat fuel, and small engine fuels are distributed back to states through the U.S. Fish and Wildlife Service

Honors the cooperative partnership between anglers, boaters, the sportfishing industry, state agencies, and the U.S. Fish and Wildlife Service for successful fisheries management and restoration
