Establishes disclosure requirements for enhancement grants (legislatively directed spending items) before any appropriations bill containing them can receive a vote in the Michigan Senate

Requires sponsoring legislators to publicly disclose their name, the recipient's name and location, the purpose of the spending item, requested funding amount, and certification that they have no personal financial interest in the item

Non-profit recipients must verify they have operated in Michigan for at least 36 consecutive months, maintained a physical office for 12 months, and have a board of directors

For-profit businesses are explicitly prohibited from receiving legislatively directed spending items

Mandates creation of a public webpage on the Senate's official website displaying all completed disclosure statements within three business days of receipt
