Authorizes the city of Taylors Falls to designate all or part of the city as a border city development zone.

Applies Minnesota Statutes, sections 469.1731 to 469.1735, to border city development zones designated under this section, allowing the city to exercise those powers including outside the zones.

Limits the cumulative total state portion of tax reductions for all years of the program to $100,000, with use restricted to tax reductions or reimbursements only if the city determines the reduction is necessary to enable business expansion or attraction.

Allows the commissioner of revenue to waive the $100,000 limit using the same rules and standards in Minnesota Statutes, section 469.169, subdivision 12, paragraph (b).

Section 1 becomes effective upon approval by the city of Taylors Falls governing body and timely compliance with Minnesota Statutes, section 645.021.
